Summary Information

The city of Miami Beach plans to integrate and expand the function of ITS to improve the collection and distribution of traffic data and traveler information within the City. This system will build upon the current data collection infrastructure utilized by the City including CCTV cameras, travel time detectors, and dynamic message signs (DMS) to support the Transportation Department, emergency response agencies, and users of the transportation system.

The City will have the ability to view real-time images of roadway conditions, obtain real-time travel time information on principal corridors, and provide real-time information on traffic conditions, travel times, and incidents affecting traffic flows. Working with the DOT, the City will use smart signals to detect and adjust vehicular and pedestrian demand as needed to improve throughput at congested intersections. Digital message signs connected to a Smart Parking System will be used to guide travelers to available parking throughout the City.

Miami Beach TMC

Initially, the City plans to utilize available office space on the second floor of the FDOT District Six SunGuide Center to manage operations. This interim TMC will occupy approximately 400 sf, be staffed by one manager and two operators, and include the following equipment:

  • Server rack
  • Video Management System (VMS) server
  • Cat-6 patch panel
  • Rack-mountable Uninterruptible Power Source (UPS)
  • Rack-mountable Automatic Transfer Switch (ATS)
  • Operator consoles
  • HD video monitors
  • Computer workstation - keyboard and mouse included
  • UPS for workstation
  • (6) Video wall cubes - 46" HD
  • Video wall controller

The cost to retrofit the office space for TMC operations was estimated at $331,000. This initial cost was comparably less than alternative plans for a complete build-out of a stand-alone TMC costing $1 Million to $2 Million.

Smart signals installed to support an adaptive signal control system is estimated to cost $50,000 per intersection. Although this technology will be presented as an optional service in the contract, the cost for 40 intersections is included in the preliminary budgetary estimate.

 

 

The Smart Parking System (SPS) will cover ten parking garages with electronic message signs at the entrance to each, and provide information on surface lots that have more than 35 parking spaces.

The City plans to expedite Phase-1 during the first 12-months of the project with the remaining phases implemented over the next several years depending on available funds.

Operational Expense

O&M costs for the TMC are estimated at 10 percent of construction costs. O&M costs for field devices are estimated at 10 percent of the capital costs.
