In 2004, the Washington State Department of Transportation (WSDOT) started a project that developed and tested a methodology for evaluating advanced traveler information systems (ATIS). Phase 2 of the project applied the evaluation methodology to a diverse group of 17 intelligent transportation systems (ITS) projects covering everything from ITS planning to safety improvements.

The Spokane Regional Traffic Management Center (SRTMC) was created as a regional partnership to provide area-wide ITS coverage during peak travel periods, to monitor and respond to incidents, and to share data.The Regional Traffic Management Center Enhancements project, that was implemented to integrate signal systems between jurisdictions and to improve incident response and management, cost $1,238,679 and consisted of the following components:

  • Implementation of a traffic signal control system that could operate a system of traffic signals from a central location
  • An upgrade of traffic signal controllers
  • Relocation of the Broadway HAR station.
