Summary Information

This report covered a small-scale study of cordon pricing systems to help state officials and other policy makers discuss the implementation and operational costs of alternative revenue-generating systems. Cost and revenue data were collected from cordon pricing systems in London, Oslo, Stockholm, and Milan.

The data collected indicated that operating costs and operating revenues averaged $75 million and $191 million, respectively. Thus, average operating costs were 38.7 percent of revenues.
